Note that the background image is very thing and long, even so very very wide browsers will see that backrgound image repeat itself on the far right. It also in infinate, continuing below the bottom of the page, so should probbaly be used only on longish pages that require browsers to scroll.

The black stripes, which end just before the right boundary of the broser, is achieved simply by using tables, with background colors.

The result rather impressive looking.
